As recognized by international organizations, Indigenous peoples have been characterized by their protection of natural resources and the environment in general. Indigenous peoples in Costa Rica are no exception, and they have kept their areas and reserves safe from deforestation, except for those in the hands of non Indigenous people who engage in cattle ranching.
Always under the protection of their own worldview, Siwá (a way of seeing, understanding, and organizing life), which revolves around the prudent use and management of natural goods— flora, fauna, and mineral—the improvement of the quality and conditions of human life, and sustainable, intelligent, and just development based on sovereign, self sufficient systems or models. This concept, known as siwą, refers to the revelation of the terms of a holistic, quantum, and universal life plan—past, present, and future. It includes instructions, teachings, norms of spirituality, culture, politics, the environment, society, and ethics, now focused on the management and restoration of ecosystems, carbon capture, green investments, and sustainable human relations, among others. Reino Unido Bluwak, led by Ancestral Authority Blu (Queen) Ana Maura Vargas Morales, in broad alliance with other Indigenous Chibchan ethnic groups in the region, and with landowners of recognized and unrecognized ancestral Indigenous lands, who share a vision, objectives, and interests, has developed this proposal with the aim of having a more direct impact and more active participation of Indigenous peoples in the fight against the impacts of climate change.
The fundamental pillar of our organization, Reino Unido Bluwak, is customary law, the legitimate right under our norms and traditions inherited through our peoples' history. This law is protected by international treaties and Indigenous Law 6.172; with ILO Convention 169, ratified by Costa Rica's Law 7316, being one of the most important legal frameworks that support our actions.
